Salary: $100K to $130K

Job Description

Seeking a strategic and tactical, payroll manager to oversee all aspects of the payroll cycle. A strong leader in the daily management of payroll administration, methodically ensuring a timely and accurate pay and reporting structure under federal and state regulations as well as OMB/Uniform guidance requirements.

Key Responsibilities:

Oversee the administration of payroll processing and timekeeping for a population of approximately 2,300 employees in multiple states and local jurisdictions.

Develop, train and manage a world-class payroll administrative staff, responsible for processing payroll and servicing employees in a customer-centric payroll department.

Ensure timely and accurate payroll processing and related filings for state, federal, and local jurisdictions, including all tax-related filings (monthly, quarterly,annually) as well as government and other specialty reporting for externally- sponsored grant awards.

Serve as liaison among third-party vendors, human resources, Legal, IT and other departments and employees across the organization.

Actively team with other departments and management members in process improvement initiatives, including major payroll/human resources policies/process development and system initiatives, such as implementation of HRM systems and/or implementation of third-party payroll systems.

Serve as the expert in payroll and benefit related tax requirements advise finance and HR management concerning potential impacts of changing laws and regulations and impacts from potential benefit changes under consideration by management.

Qualifications:

Bachelor’s degree in a finance-related field of study is required

10+ years related work experience, including a minimum of 4 years in a multi- state payroll management position and 2 years’ experience in the non-profit industry, including organizations which receive federal awards and are covered by OMB/Uniform Guidance requirements

3+ years experience leading, mentoring and training staff

Proficiency in relevant in-house payroll and accounting software, as well as third- party applications experience with multiple payroll vendors and leading process/policy changes and HRM or third-party system implementations, upgrades and conversions

Ability to travel occasionally to CT and CA campuses

Proficiency in federal payroll and benefit-related taxation rules, and state and local taxation rules is required
